Overview

The Active Client Overlaps report is a Looker-based tool designed to help organizations identify clients who are actively enrolled in programs outside of their own agency—particularly in Coordinated Entry (CE), Street Outreach/Emergency Shelter (SO/ES), and Homelessness Prevention (HP).

The dashboard includes two primary tiles:

1. Summary Tile – Provides high-level metrics for the organization, including:

  • Total active client count within the organization
  • Total clients active on the Coordinated Entry Community Queue
  • Total clients from the organization enrolled in CE
  • Percentage of organizational clients enrolled in CE
  • Total clients enrolled in SO/ES
  • Percentage of clients enrolled in SO/ES
  • Total clients enrolled in Homelessness Prevention
  • Percentage enrolled in HP

2. Client Detail Tile – Shows client-level information for identifying overlap patterns, including:

  • Client Full Name
  • Client ID
  • Unique Identifier
  • Current CE Queue Status (Yes/No)
  • Assigned Staff
  • List of Active Programs
  • SO/ES Enrollment Status

Together, these components provide both aggregate and detailed insights into where clients are simultaneously receiving services across the system.

Usage Guidance

This report can be used by agency administrators, program managers, and case managers to identify potential service gaps or coordination needs across programs. It supports:

  • Triage and alignment with Coordinated Entry, helping organizations ensure clients are appropriately connected to CE resources.
  • SO/ES utilization monitoring, showing which clients may require crisis services that fall outside the home organization’s programs.
  • Cross-agency case coordination, enabling users to see when clients are receiving services from multiple providers at the same time.
  • Internal case management workflows, helping staff verify that clients are placed in the correct programs and that services are not duplicated or missed.

By highlighting overlaps across key service areas, this report helps organizations improve client coordination, ensure appropriate referrals, and maintain system-wide data accuracy.

Interactive Filters

Interactive filters enable the end user to dynamically modify the scope of the data returned by the report.

Filter Name Behavior
Assigned Staff

Allows the user to filter on whom the assigned staff of a client is.
Agency Name
A required filter that filters on an agency in which a client is currently enrolled.
Program Name
Filter that allows the user to filter on a program to determine where clients are cross enrolled.
Project Type Allows the user to filter by project type.
