Coordinated Entry Reports - Missing HMIS ROI Report
Clients should have an HMIS ROI (Release of Information) to ensure they have been informed of their rights as to how their information is shared and used with in the Homeless System of Care. Having an HMIS ROI also helps streamline Coordinated Entry (CE) services efficiently. The “Missing ROI” report generates a list of clients who are missing an active HMIS ROI report.
What is the purpose of this report?
CE sends this information out so that Case managers (CM) can see which of their clients are missing ROIs. Having a signed HMIS ROI allows all agencies, including CE, to share information between providers, helping to facilitate faster connections between clients and potential housing opportunities.
Understanding the fields in the report
From the Case Manager (CM’s) perspective, the data fields are the columns in the report. Below is a table that gives a definition of each of the fields.
| Clients Full Name | Gives the clients full name in Clarity. |
| Clients Unique Identifier | An alpha-numeric combination that corresponds to an individual client profile in Clarity, this ID IS searchable in clarity and is a good tool for case managers to identify individual client profiles, especially those with duplicate or confusing names. |
| Clients Assigned Staff | Gives the clients full name in Clarity. |
| Clients Assigned Staff Home Agency | The agency where the client’s “Assigned Staff” is registered. |
| Null or Expired ROI | Returns “Yes” for a null or expired ROI and “No” for an active ROI. For this report, this field will always be a “Yes”. |
Reviewing the report
CM’s will review the list of missing ROIs and look to see if their client appears on the list. If the CM does find a client on the list, the CM should upload an active ROI/ or sign the ROI directly within HMIS according to the steps outlined in the article below:
